Staff should have the IEP P1 Permission to Place Form at initial IEP meetings. Parents can then sign permission at the IEP meeting for special education services to start. Staff will then have better knowledge of when services can legally begin. If parents do not wish to sign consent until receive a finalized written copy of the IEP, this is their right
